The Administrator of the Substance Abuse and Mental Health Services Administration (referred to in this section as the Administrator ) may award grants to eligible entities in order to implement trauma-informed care in primary care and public health settings. The grant program under this section shall be designed to facilitate and evaluate the impact of appropriate trauma screening and responses in primary care settings in order to further advance the Nation’s understanding of the need for addressing trauma in nonbehavioral health settings.
To be eligible to receive a grant under this section, an entity shall be a community-based, primary care setting, an academic research setting in conjunction with primary care settings, or any other entity the Administrator deems appropriate. The grants awarded under paragraph
(1)shall be used to implement programs that— screen for trauma in adults, provide intervention and referral to treatment, and provide follow-up services, as appropriate; and engage and involve trauma survivors, people receiving services, and family members receiving services in program design. As a condition on receipt of a grant under paragraph (1), an entity shall agree that practitioners used to carry out any program through the grant will be trained in interventions that, as described in SAMHSA’s Concept of Trauma and Guidance for a Trauma-Informed Approach , are— based on the best available empirical evidence and science; culturally appropriate; and reflecting principles of a trauma-informed approach. The Director shall— evaluate the activities supported by grants awarded under subsection
(a)in order to further the Nation’s understanding of the need for, and complexity of, addressing trauma in nonbehavioral health settings; disseminate the findings from the evaluation as the Administrator considers appropriate; provide appropriate information, training, and technical assistance to eligible entities that receive a grant under this section, in order to help such entities to meet the requirements of this section, including assistance with— selection and implementation of culturally appropriate, evidence-based interventions that reflect the principles of trauma-informed approach; incorporating principles of peer support and trauma-informed care in hiring, supervision, and staff evaluation; establishment of organizational practices and policies to support trauma-informed approaches to care; and other activities as the Administrator determines appropriate. A grant under this section shall be for a period of not more than 5 years. There is authorized to be appropriated to carry out this section $3,000,000 for each of fiscal years 2017 through 2021. Of the funds appropriated to carry out this section in any fiscal year, the lesser of 5 percent of such funds or $500,000 shall be available to the Director for purposes of carrying out subsection (b).
