Subtitle B of title XX of the Homeland Security Act of 2002 ( 6 U.S.C. 611 et seq. ) is amended by adding at the end the following new section: The Administrator shall enter into memoranda of understanding with the heads of the following departmental components and offices delineating the roles and responsibilities of such components and offices regarding the policy and guidance for grants under section 1406 of the Implementing Recommendations of the 9/11 Commission Act of 2007 ( 6 U.S.C. 1135 ), sections 2003 and 2004 of this Act, and section 70107 of title 46, United States Code, as appropriate:
The Commissioner of U.S. Customs and Border Protection. The Administrator of the Transportation Security Administration. The Commandant of the Coast Guard. The Under Secretary for Intelligence and Analysis. The Director of the Office of Emergency Communications. The Assistant Secretary for State and Local Law Enforcement. The Countering Violent Extremism Coordinator. The Officer for Civil Rights and Civil Liberties. The heads of other components or offices of the Department, as determined by the Secretary. .
The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by inserting after the item relating to section 2023 the following new item: Sec. 2024. Memoranda of understanding with departmental components and offices. .
