Section 403(b)(3) of the Social Security Act ( 42 U.S.C. 603(b)(3) ) is amended by inserting at the end the following: Funds received by a State under this paragraph shall be used solely to support training programs leading to a credential that is directly linked to the employment opportunities in the local area or region involved in order to promote the employment of current or recent recipients of assistance under the State program funded under this Part (including non-custodial parents of such recipients). .
Section 409(a) of such Act ( 42 U.S.C. 609(a) ) is amended by striking paragraph (10). Section 403(b)(6)(B)(i)(II) of such Act ( 42 U.S.C. 603(b)(6)(B)(i)(II) ) is amended by inserting before historic the following: the applicable percentage (as defined in section 409(a)(7)(B)(ii)) of .
