Section 19(a) of the Toxic Substances Control Act ( 15 U.S.C. 2618(a) ) is amended— in paragraph (1), by adding at the end the following: Not later than 60 days after the publication of a designation under section 6(b)(1)(B)(ii), any person may commence a civil action to challenge the designation. The United States Court of Appeals for the District of Columbia Circuit shall have exclusive jurisdiction over a civil action filed under this subparagraph. ; and by striking paragraph (3).
