Section 403 of title 23, United States Code, is amended— in subsection (b)(1)— in subparagraph
(E)by striking and at the end; by redesignating subparagraph
(F)as subparagraph (G); by inserting after subparagraph
(E)the following: the installation of ignition interlocks in the United States; and ; and in subparagraph (G), as so redesignated, by striking in subparagraphs
(A)through
(E)and inserting in subparagraphs
(A)through
(F); in subsection
(h)by striking paragraph
(2)and inserting the following: The Secretary shall obligate for each of fiscal years 2016 through 2021, from funds made available to carry out this section, except that the total obligated for the period covering fiscal years 2016 through 2021 may not exceed $32,000,000, to conduct the research described in paragraph (1). ; and by adding at the end the following: The Secretary shall establish procedures and guidelines to ensure that any person participating in a program or activity that collects data on drug or alcohol use by drivers of motor vehicles and is carried out under this section is informed that the program or activity is voluntary. The Federal share of the cost of any project or activity carried out under this section may be not more than 100 percent. .
