Sec. 1420. Pilot program

The Secretary may establish a pilot program that allows a State to utilize innovative approaches to maintain the right-of-way of Federal-aid highways within such State. A pilot program established under subsection
(a)shall— terminate after not more than 6 years; include not more than 5 States; and be subject to guidelines published by the Secretary. If the Secretary establishes a pilot program under subsection (a), the Secretary shall, not more than 1 year after the completion of the pilot program, submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate a report on the results of the pilot program.
