Sec. 1043. Strategy to protect United States national security interests in the Arctic region

Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report that sets forth an updated military strategy for the protection of United States national security interests in the Arctic region. The report required by subsection
(a)shall include the following: A description of United States military interests in the Arctic region. A description of operational plans and associated military requirements for the protection of United States national security interests in the Arctic region, including United States citizens, territory, freedom of navigation, and economic and trade interests. An identification of any operational seams and a plan to enhance unity of effort among the combatant commands with responsibility for the Arctic region, as well as among the Armed Forces. A description of the security environment in the Arctic region, including the activities of foreign nations operating within the Arctic region. A description of United States military capabilities required to implement the strategy required by subsection (a). An identification of any capability gaps and resource gaps, including in installations, infrastructure, communications and domain awareness, and personnel in the Arctic region, that would impact the implementation of the strategy required by subsection
(a)or the execution of any associated operational plan, and a mitigation plan to address such gaps. A plan to enhance military-to-military cooperation with partner nations that have mutual security interests in the Arctic region, including by exploring opportunities for sharing installations and maintenance facilities. The report required by subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
