The Under Secretary of Defense for Acquisition, Technology, and Logistics shall ensure that Department of Defense Instruction 5000.02 and other applicable guidance receive full consideration, during preliminary design review for a product, with respect to any strategic materials required for sustainment of the product over the life cycle of the product. In this section, the term “strategic materials” means— materials critical to national security, as defined in section 187(e)(1) of title 10, United States Code; and any specialty metal, as defined in section 2533b(l) of such title.
