Sec. 3118. Prohibition on availability of funds for provision of defense nuclear nonproliferation assistance to Russian Federation

None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2016 for defense nuclear nonproliferation activities may be obligated or expended to enter into a contract with, or otherwise provide assistance to, the Russian Federation. The Secretary of Energy, without delegation, may waive the prohibition in subsection
(a)if the Secretary— submits to the appropriate congressional committees a report containing— notification that such a waiver is in the national security interest of the United States; and justification for such a waiver; and a period of 15 days elapses following the date on which the Secretary submits such report. In this section, the term appropriate congressional committees means the following: The congressional defense committees. The Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives.
