None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2016 or any fiscal year thereafter for the National Nuclear Security Administration may be obligated or expended for the research and development, installation, or sustainment of fixed site radiological portal monitors or equipment for use in foreign countries. The prohibition in subsection
(a)may not be construed to apply to mobile radiological inspection equipment.
