Sec. 1612. Plan on full integration and exploitation of overhead persistent infrared capability

Not later than 120 days after the date of the enactment of this Act, the Commander of the United States Strategic Command and the Director of Cost Assessment and Program Evaluation shall jointly submit to the appropriate congressional committees a plan for the integration of overhead persistent infrared capabilities to support the missions specified in subsection (b)(1). The plan under subsection
(a)shall— ensure that all overhead persistent infrared capabilities of the United States, including such capabilities that are planned to be developed, are integrated to allow for such capabilities to be exploited to support the requirements of the missions of the Department of Defense relating to— battle damage assessment; battlespace assessment; technical intelligence; strategic missile warning; tactical missile warning; missile defense tracking, fire control, and kill assessment; and collection of weather data; and establish clear benchmarks by which to establish acquisition plans, manning, and budget requirements. The Secretary of Defense shall include, together with, or not later than 30 days after, the budget justification materials submitted to Congress in support of the budget of the Department of Defense for a fiscal year (as submitted with the budget of the President under section 1105(a) of title 31, United States Code), a written determination of how the plan under subsection
(a)is being implemented. In this section, the term appropriate congressional committees means— the congressional defense committees; and the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence of the Senate.
