Section 2501 of the Food, Agriculture, Conservation, and Trade Act of 1990 (7 U.S.C. 2279) is amended by adding at the end the following: The Secretary shall award a grant, through a competitive grant program, to an eligible 1890 Institution (as defined in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 ( 7 U.S.C. 7601 )) to establish a policy research center, to be known as the Socially Disadvantaged Farmers and Ranchers Policy Research Center , for the purpose of developing policy recommendations for the protection and promotion of the interests of socially disadvantaged farmers and ranchers. .
