Section 251(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 ( 2 U.S.C. 901(c) ) is amended by striking paragraphs

The term revised nonsecurity category means discretionary appropriations other than in budget function 050. ; and in section 251A ( 2 U.S.C. 901A )— by striking the matter preceding paragraph
