Section 5 of the 21st Century Nanotechnology Research and Development Act ( 15 U.S.C. 7504 ) is amended to read as follows: The Director of the National Nanotechnology Coordination Office shall seek to enter into an arrangement with the National Academy of Sciences to conduct a quadrennial review of the Program. The Director shall ensure that the arrangement with the National Research Council is concluded in order to allow sufficient time to comply with the reporting requirements under subsection (c).
The Director shall negotiate with the National Academy of Sciences regarding the scope of work to be performed, which shall include— a review of the research priorities of the Program, including whether the amount and allocation of funding among program component areas and nanotechnology signature initiatives is appropriate to accomplish the Program’s goals and objectives; an evaluation of the Program's management and coordination across agencies and disciplines, including the effectiveness of the National Nanotechnology Coordination Office in providing technical and administrative support to the Program; and an assessment of the Program's success in transferring technology to the private sector and recommendations for improving technology demonstration, transfer, and commercialization.
Not later than 913 days after the date on which the development of the strategic plan required under section 2(c)(5) is completed and not less frequently than once every 4 years thereafter, the Director of the National Nanotechnology Coordination Office shall submit a report to the Advisory Panel and Congress that describes the results of the most recent quadrennial review carried out under subsection (a). .
