Section 4(d) of the 21st Century Nanotechnology Research and Development Act (15 U.S.C. 7503(d)) is amended to read as follows: Not later than 1 year after the date on which the National Science and Technology Council develops the strategic plan required under section 2(c)(5) and not less frequently than once every 4 years thereafter, the Advisory Panel shall submit a report to the President and Congress that includes— the assessments of the Advisory Panel under subsection (c); and the recommendations of the Advisory Panel for ways to improve the Program. .
