Sec. 118. Report on media contacts policy for intelligence personnel

Not later than 90 days after the date of the enactment of this Act, the head of each element of the intelligence community (as such term is defined in section 3(4) of the National Security Act of 1947 ( 50 U.S.C. 3003(4) )) shall submit to Congress a report on each such element’s implementation of policy directives regarding contacts with news media by intelligence community personnel. Such report shall describe how each such element’s implementation of such directives protects the free speech rights of intelligence community personnel, including intelligence community personnel who choose to discuss unclassified public policy issues with friends or family members who may use new media technologies.
