An adjudication by an agency that an individual may not have access to classified information may only be made by a Federal employee and may not be rendered by an automated, electronic, or computer system. In this section, the term Federal employee has the meaning given the term employee in section 2105 of title 5, United States Code, and includes any member of the uniformed services.
