The Secretary of Health and Human Services shall provide technical assistance to States, upon request, to assist with the implementation of demand reduction strategies that focus on the psychology of demand for commercial sex. Section 501 of the Omnibus Crime Control and Safe Streets Act of 1968 ( 42 U.S.C. 3751 ) is amended by adding at the end the following: Beginning on October 1, 2016, in awarding grants under this section, the Attorney General shall give priority to States and units of local government that have adopted demand reduction strategies designed to combat minor sex trafficking in the United States, in accordance with criteria established by the Attorney General. .
