None of the funds authorized to be appropriated for fiscal year 2015 by this Act may be obligated or expended for the storage of a satellite of the Defense Meteorological Satellite Program unless the Secretary of Defense certifies to the congressional defense committees that— the Department of Defense intends to launch the satellite; sufficient funding is reflected in the current future-years defense program under section 221 of title 10, United States Code, to launch the satellite; and storing the satellite until a launch in 2020 is the most cost-effective approach to meeting the requirements of the Department.
