Sec. 1627. Competitive procedures required to launch payload for mission number five of the Operationally Responsive Space Program

Before entering into a contract for the launch of the payload for mission number five of the Operationally Responsive Space Program, the Secretary of the Air Force shall follow competitive procedures described in section 2304 of title 10, United States Code, and the policies of the Department of Defense concerning competitive space launch opportunities. The Secretary may waive the requirement under subsection
(a)if the Secretary— determines that the waiver is necessary for the national security interests of the United States; and not less than 15 days before waiving the requirement, submits a report to the congressional defense committees on the waiver.
