As soon as possible after the date of enactment of this Act, the Secretary of Labor shall promulgate regulations (which may include interim final regulations) to carry out this title. The regulations promulgated under subsection
(a)shall include, for purposes of the amendments made by sections 502 and 503, clarification of— what is a claim; and what is the date on which a period of disability, for which a claim is made, commences.
