Sec. 10. HHS study and report on the storage of advance directives

The Secretary of Health and Human Services shall conduct a study on State and regional activities with respect to storing completed advance directives and portable treatment orders. Such study shall include an analysis of the practicality and feasibility of establishing a national registry for completed advance directives and portable treatment orders, taking into consideration the constraints created by the privacy provisions enacted as a result of the Health Insurance Portability and Accountability Act of 1996 ( Public Law 104–191 ). Not later than January 1, 2017, the Secretary of Health and Human Services shall submit to Congress a report on the study conducted under subsection
(a)together with recommendations for such legislation and administrative action as the Secretary determines to be appropriate.
