It is the policy of the United States to use the voice, vote, and influence of the United States at the United Nations to oppose any proposals on expansion of the Security Council if such expansion would— diminish the influence of the United States on the Security Council; include new members without a record and ongoing commitment to fully share the responsibilities and burdens as full members of the United Nations, including financial support for the regular budget and peacekeeping operations of the United Nations; include new members that are unable or unwilling to fully enforce United Nations Security Council judgments and sanctions; or include veto rights for any new members of the Security Council.
