The President shall direct the United States Permanent Representative to the United Nations to use the voice, vote, and influence of the United States at the United Nations to adopt and implement a system wide requirement at the United Nations for the filing of individual annual financial disclosure forms by each employee of the United Nations and its specialized agencies, programs, and funds at the D–1 level and above, which shall be made available to the Office of Internal Oversight Services, to Member States, and to the public at a similar level of detail as that required of United States Government officials under title I of the Ethics in Government Act of 1978 (5 U.S.C.
