None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2014 for the Department of Defense for research, development, test, and evaluation and available for the Prompt Global Strike Capability Development program (PE #64165D8Z) for the Conventional Prompt Global Strike
(CPGS)program may be obligated or expended for any activities relating to the development of a submarine-launched capability under that program until 60 days after the date on which the Under Secretary of Defense for Policy submits to the congressional defense committees a report that addresses the policy considerations concerning the ambiguity problems regarding the launch of Conventional Prompt Global Strike missiles from submarine platforms.
