Section 1043(a) of the National Defense Authorization Act for Fiscal Year 2012 (Public Law 112–81; 125 Stat. 1576) is amended— in the subsection heading, by striking and all that follows through on the plan and inserting control system ; required in paragraph (1)— by striking Together with the budget of the President submitted to Congress under and inserting section 1105(a) of title 31, United States Code, for each of fiscal years 2013 through 2019, the President The President ; and by striking control system. and inserting the following:
“control system— together with the budget of the President submitted to Congress under section 1105(a) of title 31, United States Code, for each of fiscal years 2013 and 2014; and except as provided in paragraph (2), not later than 60 days after the submission of the budget of the President to Congress under that section for each of fiscal years 2015 through 2019. ; by redesignating paragraph
(2)as paragraph (3); and by inserting after paragraph
(1)the following new paragraph (2): If the Secretary of Defense and the Secretary of Energy jointly determine that a report required by paragraph
(1)for any of fiscal years 2015 through 2019 will not able to be transmitted to the committees specified in that paragraph by the time required under subparagraph
(B)of that paragraph, such Secretaries shall— promptly, and before the submission to Congress of the budget of the President for that fiscal year under section 1105(a) of title 31, United States Code, notify those committees of the expected date for the transmission of the report; and not later than 30 days after the submission of that budget to Congress, provide a briefing to those committees on the content of the report. .
