Notwithstanding section 1101, the first and second provisos of section 726(15) of division A of Public Law 112–55 shall be applied to funds appropriated by this division as if , in this fiscal year, appeared before section 19(i)(1)(E) the first place it appears, by substituting $39,000,000 for $20,000,000 , and by substituting $117,000,000 for $133,000,000 . Of the unobligated balances available under section 14222(b)(2)(A)(v) of Public Law 110–246 ( 7 U.S.C. 612c–6(b)(2)(A)(v) ), $150,000,000 is rescinded.
