Of the funds made available for “Rural Development Programs, Rural Business—Cooperative Service, Rural Economic Development Loans Program Account”, of the funds derived from interest on the cushion of credit payments, as authorized by section 313 of the Rural Electrification Act of 1936 ( 7 U.S.C. 940c ), $180,000,000 shall not be obligated and $180,000,000 is rescinded.
