It is the sense of Congress that— the Department of State should encourage the free flow of information in Iran to counter the Government of Iran’s repression of its own people; and in order to facilitate the free flow of information in Iran, the Department of State should promote the availability of certain consumer communication technologies to Iranian civil society and the Iranian people.
