Section 101(a) of the Rehabilitation Act of 1973 ( 29 U.S.C. 721(a) ) is amended— in paragraph (10)(B) by striking on the eligible individuals and all that follows through section 136(d)(2) and inserting of information necessary to assess the State’s performance on the core indicators of performance described in section 136(b)(2)(A) ; in paragraph (11)— in subparagraph (D)(i), by inserting before the semicolon the following: , which may be provided using alternative means of meeting participation (such as video conferences and conference calls) ; and by adding at the end the following:
The State plan shall include an assurance that the designated State unit and the lead agency or implementing entity responsible for carrying out duties under the Assistive Technology Act of 1998 ( 29 U.S.C. 3001 et seq. ) have developed working relationships and coordinate their activities. ; in paragraph (15)— in subparagraph (A)— in clause (i)— in subclause (II), by striking and at the end; in subclause (III), by adding and at the end; and by adding at the end the following: students with disabilities, including their need for transition services; ; by redesignating clauses
(ii)and
(iii)as clauses
(iii)and (iv), respectively; and by inserting after clause
(i)the following: include an assessment of the transition services provided under this Act, and coordinated with transition services under the Individuals with Disabilities Education Act, as to those services meeting the needs of individuals with disabilities; ; and in subparagraph (D)— by redesignating clauses (iii), (iv), and
(v)as clauses (iv), (v), and (vi), respectively; and by inserting after clause
(ii)the following: the methods to be used to improve and expand vocational rehabilitation services for students with disabilities, including the coordination of services designed to facilitate the transition of such students from the receipt of educational services in school to the receipt of vocational rehabilitation services under this title or to postsecondary education or employment; ; in paragraph (22)— by striking carrying out part B of title VI, including ; and by striking that part to supplement funds made available under part B of ; in paragraph (24)(A), by striking part A of title VI and inserting section 109A ; and by adding at the end the following: The State plan shall describe how the designated State agency will carry out the provisions of section 109A, including— the criteria such agency will use to award grants under such section; and how the activities carried out under such grants will be coordinated with other services provided under this title. The State plan shall provide an assurance satisfactory to the Secretary that the State— has developed and implemented strategies to address the needs identified in the assessment described in paragraph (15), and achieve the goals and priorities identified by the State, to improve and expand vocational rehabilitation services for students with disabilities on a statewide basis in accordance with paragraph (15); and from funds reserved under section 110A, shall carry out programs or activities designed to improve and expand vocational rehabilitation services for students with disabilities that— facilitate the transition of students with disabilities from the receipt of educational services in school, to the receipt of vocational rehabilitation services under this title, including, at a minimum, those services specified in the interagency agreement required in paragraph (11)(D); improve the achievement of post-school goals of students with disabilities, including improving the achievement through participation (as appropriate when career goals are discussed) in meetings regarding individualized education programs developed under section 614 of the Individuals with Disabilities Education Act ( 20 U.S.C. 1414 ); provide career guidance, career exploration services, job search skills and strategies, and technical assistance to students with disabilities; support the provision of training and technical assistance to State and local educational agencies and designated State agency personnel responsible for the planning and provision of services to students with disabilities; and support outreach activities to students with disabilities who are eligible for, and need, services under this title. .
