Subsections
(a)and
(b)of section 174 are amended to read as follows: Subject to paragraph (2), there are authorized to be appropriated to carry out sections 166 through 168 such sums as may be necessary for each of the fiscal years 2013 through 2017. Of the amount appropriated pursuant to the authorization of appropriations under paragraph
(1)for a fiscal year, the Secretary shall— reserve not less than $55,000,000 for carrying out section 166; reserve not less than $70,000,000 for carrying out section 167; and reserve not less than $7,300,000 for carrying out section 168. There are authorized to be appropriated to carry out sections 169 through 171 such sums as may be necessary for each of the fiscal years 2013 through 2017. .
