Section 153 is amended— by amending subsections
(a)and
(b)to read as follows: The director of each Job Corps center shall ensure the establishment and development of the business and community networks described in subsection
(b)in order to enhance the effectiveness of such centers. At centers where a national training contractor provides career and technical education training, and has direct and long-standing linkages to registered apprenticeship programs or affiliated national employer groups, the national training contractor shall have the lead in maintaining networks with the programs described in clauses
(ii)and
(iii)of subsections (b)(1)(C). The activities carried out by each Job Corps center under this section shall include— establishing and developing relationships and networks with— local and distant employers, to the extent practicable, in coordination with other Federal and non-Federal programs that conduct similar outreach to employers; applicable one-stop centers and applicable local boards, for the purpose of providing— information to, and referral of, potential enrollees; and job opportunities for Job Corps graduates; and youth programs; registered apprenticeship programs, labor-management organizations and local labor organizations; employers and contractors that support national training contractor programs; and community-based organizations, non-profit organizations, and intermediaries providing workforce development-related services; and establishing and developing relationships with members of the community in which the Job Corps center is located, informing members of the community about the projects of the Job Corps center and changes in the rules, procedures, or activities of the center that may affect the community, and planning events of mutual interest to the community and the Job Corps center. ; and in subsection (c)— by striking Liaison for and inserting director of a ; and by striking establish and develop and inserting ensure the establishment and development of .
