There shall be in the Fund 2 subaccounts, as follows: The Hardrock Reclamation Account, which shall consist of two-thirds of the amounts credited to the Fund under section 403 and which shall be administered by the Secretary acting through the Director of the Office of Surface Mining and Enforcement. The Hardrock Community Impact Assistance Account, which shall consist of one-third of the amounts credited to the Fund under section 403 and which shall be administered by the Secretary acting through the Director of the Bureau of Land Management.
