Not later than one year after the date of enactment of this Act, and annually thereafter, the Secretary of Labor, in coordination with the Secretary of Health and Human Services, shall submit to Congress a report— describing the actions taken by the Federal Government and the States to ensure compliance with the Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008 (subtitle B of title V of division C of Public Law 110–343 ); including a collection and classification of inquiries and complaints regarding the implementation or enforcement of such Act; including a transparent de-identified report of all Federal and State actions to enforce such Act; and include a compliance guide that includes— detailed answers to relevant questions raised during the previous year concerning implementation or enforcement of such Act; and specific guidelines providing clear interpretations of such Act and the regulations thereunder.
