The Secretary of Defense, in consultation with the Administrator of the Small Business Administration, may make every reasonable effort to promote an outreach and education program to assist small businesses (as defined in section 3 of the Small Business Act ( 15 U.S.C. 632 )) contracted by the Department of Defense to assist such businesses to— understand the gravity and scope of cyber threats; develop a plan to protect intellectual property; and develop a plan to protect the networks of such businesses.
