Section 15(g)(1)(A) of the Small Business Act ( 15 U.S.C. 644(g)(1)(A) ) is amended— in clause (i), by striking 23 percent and inserting 25 percent ; and by adding at the end the following new clause: The Governmentwide goal for participation by small business concerns in subcontract awards shall be established at not less than 40 percent of the total value of all subcontract dollars awarded pursuant to section 8(d) of this Act for each fiscal year. . The amendment made by subsection (a)(2) of this section shall take effect only beginning on the date on which the Administrator of the Small Business Administration has promulgated any regulations necessary, and the Federal Acquisition Regulation has been revised, to implement section 1614 of the National Defense Authorization Act for Fiscal Year 2014 and the amendments made by such section.
