Section 114 ( 20 U.S.C. 9514 ) is amended— in subsection (a), by striking Except as provided in subsection (b)(2), the and inserting The ; in subsection (b)— in paragraph (1), by inserting before the period the following: , except that if a successor to the Director has not been appointed as of the date of expiration of the Director’s term, the Director may serve for an additional 1-year period, beginning on the day after the date of expiration of the Director’s term, or until a successor has been appointed under subsection (a), whichever occurs first ; by amending paragraph
