Not later than 90 days after the date of the enactment of this Act, the Department of State’s Special Envoy and Coordinator for International Energy Affairs shall submit to the appropriate congressional committees a detailed, quantitative, and substantive report on the potential short, medium, and long-term impacts of increased United States natural gas and oil exports on Russia’s economic and political influence over Ukraine and other European countries. In this subsection, the term appropriate congressional committees means— the Committee on Foreign Affairs and the Committee on Energy and Commerce of the House of Representatives; and the Committee on Foreign Relations and the Committee on Energy and Natural Resources of the Senate.
