Congress finds that there are reports that the Russian Federation is in material breach of its obligations under the Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Elimination of Their Intermediate-Range and Shorter-Range Missiles, commonly referred to as the Intermediate-Range Nuclear Forces
(INF)Treaty, signed at Washington December 8, 1987, and entered into force June 1, 1988. Not later than 30 days after the date of the enactment of this Act, the President shall submit to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate a report that includes a determination as to whether or not the Russian Federation is in material breach of its obligations under the INF Treaty. If the President determines that the Russian Federation is in material breach of its obligations under the INF Treaty, the report shall also include the following: A description of the measures taken to hold the Russian Federation accountable for its violation of its obligations under the INF Treaty. A description of the measures being taken to ensure that the Russian Federation completely and verifiably eliminates any military system that constitutes a material breach of its obligations under the INF Treaty. The report required by this subsection shall be submitted in unclassified form but may contain a classified annex.
