Section 620F of the Foreign Assistance Act of 1961 (22 U.S.C. 2376) is amended by striking subsection (c). Section 613 of the Foreign Relations Authorization Act, Fiscal Year 2003 (22 U.S.C. 6901 note) is amended to read as follows: The President and the Secretary should encourage the Government of the People’s Republic of China to enter into a dialogue with the Dalai Lama or his representatives leading to a negotiated agreement on Tibet. After such an agreement is reached, the President and the Secretary should work to ensure compliance with the agreement. .
