Sec. 1108. Personnel authorities for civilian personnel for the United States Cyber Command and the cyber component headquarters of the military departments

Not later than 180 days after the date of the enactment of this Act, the Principal Cyber Advisor to the Secretary of Defense shall— identify improvements to be made to the employment, compensation, and promotion authorities of the Department of Defense to meet the needs of the United States Cyber Command and the cyber component headquarters of the military departments for obtaining and retaining civilian personnel with the skills and experience required to support the missions and responsibilities of those organizations; identify the additional employment, compensation, and promotion authorities necessary to ensure that the United States Cyber Command and the cyber component headquarters of the military departments have a civilian workforce able to support the missions and responsibilities of those organizations; and submit to the Secretary recommendations for administrative and legislative actions, including actions in connection with authorities identified pursuant to paragraph (2), to ensure that the United States Cyber Command and the cyber component headquarters of the military departments have a civilian workforce able to support the missions and responsibilities of those organizations.
