Sec. 1003. Reporting of balances carried forward by the Department of Defense at the end of each fiscal year

Not later March 1 of each year, the Secretary of Defense shall submit to the congressional defense committees, and make publicly available on the Internet website of the Department of Defense, the following information: The total dollar amount, by account, of all balances carried forward by the Department of Defense at the end of the fiscal year preceding the fiscal year during which such information is submitted. The total dollar amount, by account, of all unobligated balances carried forward by the Department of Defense at the end of the fiscal year preceding the fiscal year during which such information is submitted.
The total dollar amount, by account, of any balances (both obligated and unobligated) that have been carried forward by the Department of Defense for five years or more as of the end of the fiscal year preceding the fiscal year during which such information is submitted.
