Section 241 of the Adult Education and Family Literacy Act ( 20 U.S.C. 9251 ) is amended by adding at the end the following: The Secretary shall issue such regulations as are necessary to reasonably ensure compliance with this title. Before publishing in the Federal Register proposed regulations to carry out this title, the Secretary shall consult with the Secretary of Labor and obtain the advice and recommendations of representatives of— adult learners; adult education, literacy, and workplace skills providers; eligible agencies;
State educational agencies; institutions of higher education, including community colleges; representatives of State boards and local boards; other organizations involved with the implementation and operation of programs under this title; and community-based organizations involved with the implementation and operation of programs under this title. The advice and recommendations described in paragraph
(2)may be obtained through such mechanisms as regional meetings and electronic exchanges of information. .
