Section 222(a) of the Adult Education and Family Literacy Act ( 20 U.S.C. 9222(a) ) is amended— in paragraph (1)— by striking not more than 10 and inserting not less than 10 ; and by striking 82.5 percent both places the term appears and inserting 80 percent ; and in paragraph (2), by striking 12.5 percent and inserting 15 percent .
