In addition to amounts appropriated or otherwise made available elsewhere in this Act, $25,000,000 is hereby appropriated to the Department of Defense and made available for transfer to the Army, Air Force, Navy, and Marine Corps, for purposes of implementation of a Sexual Assault Special Victims Program: That funds transferred under this provision are to be merged with and available for the same purposes and time period as the appropriation to which transferred: Provided, , That the transfer authority provided under this heading is in addition to any other transfer authority provided elsewhere in this Act.
