The second sentence of section 415(a) of the Congressional Accountability Act of 1995 ( 2 U.S.C. 1415(a) ) is amended to read as follows: There are appropriated for such account such sums as may be necessary to pay such awards and settlements. . The amendment made by subsection

(a)shall apply with respect to fiscal year 2014 and each succeeding fiscal year.
