Sec. 1214. Extension and modification of authority to support operations and activities of the Office of Security Cooperation in Iraq

Subsection
(f)of section 1215 of the National Defense Authorization Act for Fiscal Year 2012 ( 10 U.S.C. 113 note) is amended— by striking
(f)and all that follows through fiscal year 2013, and inserting the following: During fiscal year 2014, ; and by adding at the end the following new paragraph (2): The training conducted under paragraph
(1)shall include elements that promote the following: Observance of and respect for human rights and fundamental freedoms. Military professionalism. Respect for legitimate civilian authority within Iraq. . Subsection
(c)of such section is amended by striking 2012 and all that follows through the period at the end and inserting 2014 may not exceed $209,000,000. . Subsection
(d)of such section is amended— by striking fiscal year 2012 or fiscal year 2013 and inserting fiscal year 2014 ; and by striking fiscal year 2012 or 2013, as the case may be, and inserting that fiscal year . Section 1211(d)(3) of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 1983) is amended— by striking and inserting Update required .—Not later than September 30, 2013, ; and Updates required .—Not later than September 30, 2013, and every 180 days thereafter until the authority in section 1215 of the National Defense Authorization Act for Fiscal Year 2012 expires, by striking including and all that follows and inserting “including the following: A description of any changes to the specific element or process described in subparagraphs
(A)through
(F)of paragraph (2). An evaluation of the activities of the Office of Security Cooperation in Iraq based on the measures of effectiveness described in paragraph (2)(F) and a discussion of any determinations to expand, alter, or terminate specific activities of the Office based on those measures. An evaluation of the effectiveness of the training provided pursuant to section 1215(f)(2) of the National Defense Authorization Act for Fiscal Year 2012 in promoting respect for human rights, military professionalism, and respect for legitimate civilian authority in Iraq. .
