Section 7002 of the Water Resources Development Act of 2007 ( Public Law 110–114 ; 121 Stat. 1270) is amended— by redesignating subsections
(d)through
(f)as subsections
(e)through (g), respectively; by inserting after subsection
(c)the following: Prior to completion of the comprehensive plan described under subsection (a), the Secretary shall adopt the plan of the State of Louisiana entitled Louisiana’s Comprehensive Master Plan for a Sustainable Coast in effect on the date of enactment of the Water Resources Development Act of 2013 (and subsequent plans), authorized and defined pursuant to Act 8 of the First Extraordinary Session of the Louisiana State Legislature, 2005, for protecting, preserving, and restoring the coastal Louisiana ecosystem until implementation of the comprehensive plan is complete. ; and in subsection (g)(1) (as so redesignated), by striking 1 year and inserting 10 years . Subsection
(f)(as so redesignated) is amended by striking subsection (d)(1) and inserting subsection (e)(1) . Section 7006 of the Water Resources Development Act of 2007 ( Public Law 110–114 ; 121 Stat. 1274) is amended— in subsection (a)(2)— by redesignating subparagraphs
(C)and
(D)as subparagraphs
(D)and (E), respectively; and by inserting after subparagraph
(B)the following: to examine a system-wide approach to coastal sustainability, including— flood and storm damage protection; coastal restoration; and the elevation of public and private infrastructure; ; and in subsection (c)(1)(E), by striking at Myrtle Grove and inserting in the vicinity of Myrtle Grove . Nothing in this section or an amendment made by this section authorizes the construction of a project or program associated with a storm surge barrier across the Lake Pontchartrain land bridge (including Chef Menteur Pass and the Rigolets) that would result in unmitigated induced flooding in coastal communities within the State of Mississippi. Any study to advance a project described in paragraph
(1)that is conducted using funds from the General Investigations Account of the Corps of Engineers shall include consultation and approval of the Governors of the States of Louisiana and Mississippi.
