Subsection
(b)of section 9503 of the Internal Revenue Code of 1986 is amended by adding at the end the following new paragraph: There are hereby appropriated to the Highway Trust Fund amounts equivalent to 95 percent of any proceeds from the issuance of infrastructure revenue bonds under section 3102A of title 31, United States Code. .
