Section 103(a)(2) of the Agricultural Research, Extension, and Education Reform Act of 1998 ( 7 U.S.C. 7613(a)(2) ) is amended— in the heading by striking and inserting Merit review of extension ; Relevance and merit review of research, extension, in subparagraph (A)— by inserting relevance and before merit ; and by striking extension or education and inserting research, extension, or education ; and in subparagraph (B), by inserting on a continuous basis after procedures .
